Draft Colleges of Education (Northern Ireland) Order 2005

Summary:

The Department for Employment and Learning is taking forward a public consultation on proposed legislation aimed at establishing Stranmillis University College as a legally independent corporate body in line with other providers of higher education in Northern Ireland. The main elements of the draft Order are that it gives powers to: establish a body corporate (governing body) to assume responsibility for the management of Stranmillis College; provide for instruments and articles of government to define the constitution and conduct of the governing body; provide for the transfer of certain land, property, rights and liabilities (with safeguards) to the management of the new governing body; provide for the transfer of staff to the employment of the new governing body under their existing pay and conditions of service; determine the duties and powers of the new governing body, including restrictions on the use of certain powers.
