Reappointments to the Construction Industry Training Board ConstructionSkills NI

Employment and Learning Minister, Sir Reg Empey, has announced four reappointments to the Construction Industry Training Board (CITB) ConstructionSkills NI.

CITB ConstructionSkills NI is the only remaining statutory training board in Northern Ireland.  Its purpose is to encourage adequate training of the people employed or intending to be employed in the construction industry.

The reappointed members are:

Neil Patton – employer representative – Managing Director of the Patton Group and James F. McCue Ltd.

Christopher Carvill – employer representative - Managing Director of the Vico/Carvill group of companies which are responsible for residential and commercial development.  He finished serving a term as President of the Construction Employers Federation in April 2010 and is currently a Board Member of the Confederation of British Industry.

Michelle Doran – employee representative – works for Tullyherron Developments and lectures in health and safety.

Thompson Keating – educational representative - Director of Corporate and Economic Development at the South Eastern Regional College.  He takes a keen interest in tourism and economic development.  Current appointments include Chair of the North Down Business Village and Board Member of the Northern Ireland Tourist Board.

  1. Appointments to the Board are made in accordance with the Office of the Commissioner for Public Appointments NI Code of Practice.
  2. All appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for the political activity of appointees to be published.  None of the re-appointees are involved in political activity.  Only Thompson Keating holds another public appointment – he serves as a Board Member on the Northern Ireland Tourist Board.
  3. The Board currently comprises 13 members, including a Chair, employer, employee and educational representatives.
  4. Appointments to Board are made on a part-time basis.  The Chair is paid a salary at the pro rata level of £18,662.  Members of the Board are remunerated at the rate of £144 per day for over 4 hours (£74 for less than 4 hours) attended.
