Following extensive cross sectoral consultation work during 2006, the Department for Employment and Learning has developed a new comprehensive Management and Leadership Strategy, ‘Leading…to Success’, that outlines the challenge, articulates a vision for the future and maps the actions required to deliver it. It draws together a number of existing major strategies and related strands of work across several Departments and organisations so that actions may be developed and implemented in a coordinated way. The Learner Access and Engagement Programme will introduce a framework to permit formal collaboration between colleges (statutory providers) and non-statutory providers (voluntary/community and private organisations), to offer to adults who are unemployed and/or socially excluded/disengaged learner support to enrol on, and complete employment-related further education provision. By so doing, this programme will make a contribution to redressing the generational cycle of educational underachievement and social disadvantage, through provision of enhanced learning opportunities and progression routes to Further Education (FE). - LEMIS
The Local Employment Intermediary Service (LEMIS)is an initiative designed to help unemployed people in the community overcome those issues that may be preventing them from finding and keeping a job. The service is provided by local community employment organisations in the Belfast area, Londonderry, Strabane, Newry and Mourne, Cookstown and Moyle District Council areas.In addition to these areas LEMIS is also available on a referral /outreach basis throughout Northern Ireland to individuals with a common employability barrier to employment, that is, homlessness, ex-offenders/ex-prisoners, individuals with a history of drug/alcohol misuse and care leavers - Lifelong Learning

FE Means Business recommended the creation of new strategic partnerships between the sector and other institutions, employers and voluntary and community organisations. In line with this, the Department developed and introduced the Learner Access and Engagement pilot programme in November 2008. The pilot is designed to allow Colleges to contract with non-statutory organisations to recruit and support “hard to reach” learners for courses that will help them prepare for employment. The programme is targeted specifically at adult learners who are not in work, who do not hold a qualification at Level 2 or above, who may have other barriers to learning. The Department has commissioned PriceWaterhouseCoopers (PWC) to conduct a longitudinal evaluation, to assess the effectiveness of the pilot in delivering the required outcomes, which is taking place to coincide with the lifetime of the programme. The Department for Employment and Learning (DEL) commisioned PricewaterhouseCoopers LLP (PwC) in December 2008 to carry out a longitudinal evaluation of the programme. The evaluation was required to address a range of terms of reference, such as examining the various delivery models, assessing what would have happened in the absence of the pilot programme and recommending if the programme should be mainstreamed.
